This dress is a tiny little showstopper -- It is an early 2000s piece by designer Samuel Dong and has all the Y2K things -- micro-mini length, bubble skirt and fun, shiny fabric with an unusual treatment.
Chinese designer Samuel Dong brought his style to the US in 1996 and launched his namesake label in 2001. known for his couture details and fine fabrics.
Crafted from 100% viscose, fully lined, it has a high neckline with cutaway shoulders, cummerbund style belt (fully removable) and short bubble hem skirt with all-over, random smocking. Stretchy waist and hips.
Size: Small
Measurements:
Bust: 38 to 40 inches
Waist: 32 to 44 inches (without belt) 32-34 with belt
Hips: 44-48 inches
Length: 30 inches from shoulder to hem.
Note that measurements are taken with the garment laid flat: at the underarms across the chest, at the natural waist or waistband (if present), at the widest part of the hips, and from the shoulder or waistband (as appropriate) to the hem.
